Census 2022: Survey is on – Criminals can try to scam census

The 2022 census has begun. Survey staff are now on their way to 10.3 million households across Germany. Many are already visiting selected families in their area, with whom they have already made appointments. Others first distribute the information that the household has been selected for the survey.

Important official information about your family is not delivered by a postal service. The 2022 census survey staff work on a voluntary basis. You will not receive any compensation for a potential loss of profits, but you will only receive a basic amount of €90. There is €2 per family visit and €5 for successful data collection for the short survey. You will receive an additional €2 if the household in question is selected for a detailed household survey and you can hand in the access data for the online survey. With this access data, selected households can enter their data themselves into the survey portal called IDEV (IDEV = Association Internet Data Collection).

First Certificates of online users explain that filling out forms can be difficult. In Bavaria, Bremen, the Hanseatic city of Hamburg and Schleswig-Holstein there is an alternative entry option: survey personnel in these federal states come home with a tablet, with which a detailed survey can be carried out on site. According to some reports, this is happening very quickly. Depending on whether survey officers are traveling in rural or urban areas, they are assigned 90 to 150 households, from which they have to work by August. The collected data converge at 6000 collection points, which you process further.

Interviewees must identify themselves to the census through their survey card and ID card. The Federal Data Protection Commissioner, Ulrich Kelber, referred to this regulation again on the ZDF website: “The actions being taken against this are, of course, in particular a reminder to everyone where someone knocks, knocks or is spoken to: if you haven’t already And now some time ago I got a notice, and you have to assume this is a scam and you should call the police.” Questions about family income, banking information, or passwords are also suspicious. Such questions should not be asked, as well as questions regarding religious affiliation or vaccination status.

The household survey is “voluntary”, but there is an obligation to provide information to the selected households. Anyone who refuses to provide information must pay a fine of 500 euros. This can be enforced as often as you like. If false information is provided, up to 5,000 euros can be charged. In addition to German, the questions in the household survey were translated into 15 other languages.

The 2022 census includes a survey of 23 million apartments and homeowners, conducted only by letter. They must provide details of the buildings and homes they own. Compared to the 2011 census, three new questions have been added. Questions are asked about net cold rent, the duration of vacancy if the apartment is empty and the question of the source of energy for heating. In addition, there is also a survey of homes for the elderly and other places of residence for which the management of the facility is obliged to provide information.

A special feature is the survey of about 300,000 residents of dormitories. “Dorms, for example, include student dormitories. We know that reporting behavior at these addresses is worse on average. That’s why we interview everyone who lives there,” says the press release at the start of the 2022 census.

The 2022 census is scheduled to be the last census at which survey officers congregate. The next census planned for 2031 will be carried out exclusively with databases of administrative records. Within the European Union, Poland and Austria are already using this fully numerical statistic.
