The Bundestag gives 500 million to sports fans and clubs

HIn return, blessed money is poured into the sport, but Parliament also sends the German Olympic Sports Confederation (DOSB) and the Ministry of the Interior into custody. Half a billion, a little more than 500 million euros, was provided by the Budget Committee of the German Bundestag in its amendment session Thursday evening for sports facilities and the revival of team sports and clubs.

The 25 million euros, through which the consequences of the Corona pandemic and the restrictions associated with it will be fought this year, are subject to a conditional embargo. This will be lifted once the Home Office, which is responsible for promoting the sport, and DOSB are persuaded to convince homeowners of the concept of restarting. Urgently required. The money is only available until the end of the year.

“Good news for sport that will be talked about for a long time to come,” commented Martin Gerster, SPD MP and sports rapporteur on the Budget Committee. The Commission increased the current commitment to renovate municipal facilities in the areas of sports, youth and culture by 2027 from €1 billion by another €449 million from the Special Fund for Energy and Climate.

For this year, the amount of funding will be increased by 27 million to 162 million euros. An additional amount of 136 million euros is planned for 2025 and 69 million euros for 2027. The federation of major clubs, Freiburger Kreis, last week appealed to allow the renewal of club-owned sports facilities, as promised by the coalition agreement.

Renovation needs perhaps more than 30 billion dollars

The Federal Program for the Renovation of Municipal Facilities in the Fields of Sports, Youth and Culture, which has been in operation since 2015, has benefited about 900 sports facilities in the last legislative period; Federal funding in the legislative period from 2017 to 2021 amounted to €1.8 billion. The number of subscribers to the programs has been exceeded year after year. The need to renovate sports facilities is estimated at more than thirty billion euros. Last year alone, there were 1,100 applications. The Ministry of Housing, Urban Development and Construction, separate from the Ministry of the Interior, is responsible.

The homeowners say: “It is in the national interest to eliminate the structural damage done in popular sport. Through a national campaign and a package of targeted assistance measures, we want to help the sport to resume activity vigorously. For this purpose, the Federal Ministry of the Interior and the Homeland will be provided with a total sum of 25 million Euro for one time. This is less than half of the rest of the Corona aid for professional clubs that expired at the end of March, and the money does not go directly to sports organizations. Instead, DOSB and the federal states must participate in the program, both conceptually and operationally.

Sports development plan

The Home Office and Duspal committee said the program should represent diversity in sport. In particular, the swimming ability of children and young adults (which has not been adequately trained during the epidemic) should be taken into account. Perhaps this is not just directed at DOSB, which should have prepared for weeks to establish a campaign and spend €25 million. The request also targets the government, whose coalition agreement promised a “Sports Development Plan” and the resumption of work after Corona. The idea of sending members to clubs by vouchers, similar to Hamburg, is not mentioned; It clearly did not convince the parliamentarians. “There is still homework to do,” Gerster commented.

It is planned to strengthen the program of integration through sport, in which the Ministry of the Interior, DOSP and the Federal Office for Migration and Refugees are cooperating, in particular, in order to provide 600,000 refugees from Ukraine. The supplementary budget already provides an additional seven million euros for this purpose; With a stipulation decision, it is now clear that the federal government must bear the membership fees for the gym in addition to the costs of sports equipment and rental of sports facilities. Coaches from Ukraine should be used as coaches in clubs and their further training and education should be reinforced. Homeowners are clamoring to make this budget item permanent in the coming years.

Homeowners propose €1.1 million for IAT Leipzig and FES Berlin. With a travel allowance of €500,000, they mitigate the increased costs of participating in the World Games in Alabama (USA).
